Thanks for telling me that I am improving the guide! I hope for my guide to be a fun and care free kinda guide with its own uniqueness to it. Obviously I am not very good at coding but I try my best.
P.S.: Id you have not read yet I got banned on my main (yay!) and I REALLY WANT THE HIGHEST CHAMPION MASTERY SO I CAN BM XD. I miss my good ol Crtl 6..*sigh*

9AD = Less burst damage (very very minimal difference), but is easier to cs under tower and just in general
9ARMOR PEN = More burst damage (like I said, a very small difference). Can be useful.
Conclusion: It really comes down to preference, choose one you FEEL like you perform better with :)

In a normal occasion I would E (first, if I need to get close), AA, Q, Ult and sometimes use W for my cooldowns, so I don't know where to place the youmuu's active...
There are many scenarios and don't worry, the more you play with Ghostblade the better understanding you get. I'll go through all the scenarios I can think of right now:
S1 Sneak Attack (1v1): Sometimes an invisible
S2 Up close (1v1): This one is simple, you are up close in a 1v1 and you want to maneuver to dodge, confuse, or even panic the enemy. This is what you do, either you use
S3 Catch up (1v1): You need to catch up to use E, activate
S4 Need that extra AA (1v1 Very Rare): Never really need to do this, it's more of a clutch move. Basically you are very low, he/she is very low all of your abilities are on cooldown and you have nothing to do but autoattack each other. Activate
S5 Oh **** (1v1): You are trying to 1v1 to prove your dominance and their jungler/mid laner/bot lane come to gank you. So the plan with this one is TURN AROUND ACTIVATE
S6 Going in (1v5): You are the last one alive, it's 6 hours in the game with 2 day death timers and they are pushing down mid. Go base, get homeguards, run to the enemy (activate

But... Why would I pop youmuu's if I'm going to ult? I already gain movement speed to stick to my opponent (considering an usual meele 1x1 fight on top). I mean, while ganking mid, or surprising, or picking off an enemy, I see it's usage. But on a 1x1? Could you explain me? I thought that I would either delay the ult or the youmuu active, not using both at the same time.
S2 Up close (1v1): This one is simple, you are up close in a 1v1 and you want to maneuver to dodge, confuse, or even panic the enemy. This is what you do, either you use Decoy and Youmuu's Ghostblade OR if you feel like you don't need to/ Decoy is on cooldown just activate Youmuu's Ghostblade. This method is especially useful against champions like Lee Sin, Ezreal, Yasuo where dodging that skill shot can change the whole of the fight.

But here is the answer you are probably looking for: In a true 1v1 situation you usually don't need to use it because you should be able to burst them down enough (because you're not going tank right ._.?) with your hard AD items. Their screen should turn black and gray in a few seconds.

I mean, if I'm in a hard spot, I will not rush Tiamat anyway because I'd like to freeze the lane...
And that's very smart, freezing is a great tool although hard to master.
(Tip: Freezing lane is also very very effective when ahead to put the enemy behind)
I think I got one more question: When would I buy Tiamat first or when would I rush Youmuu?
1: If you feel like you don't need the lifesteal then you can skip it.
2: You are roaming around a lot to help your team snowball.
3: It can be used as a snowballing item IF used correctly and efficiently, so you can rush
That's basically all I can think of but I am sure there are other reason that just have not come to my mind yet :).
