botrk is good, in season 5, it's situational now and sometime i would only recommend on a hybrid/ad teemo. Hextech is really good. Your reasoning for it not being good is flat out wrong because it isn't updated for season 6 (which you claim your guide is based on the title). 15% of all damage dealt heals you, this includes your autos AND ON HITS (your poison) which can 40-70 health back every auto depending on how far into the game you are (possibly more). not to mention the active.

Runaans is definitely situational and I still don't like getting laindries (despite it getting buffed a while back) on teemo since i focus more on autos than spells.

The Hextech Gunblade is now GOOD on Teemo as it gives 80AP , 40AD an ACTIVE that scales of with your AP and also it HEALS for 15% of ALL FORMS OF DAMAGE DEALT.So now you heal of you auto's (both magic damage and Physical Damage).
Combine it with your Nashor's Tooth and Runaan's Hurricane you get 3x Heal.
If you are planning on buying this item it should be the 4th or 5th item
