Blurred background text thing:
I made my text (filled with a green from the background)
I created a new layer on top of my text and went Image - Apply Image
I applied a motion blur to this layer with the angle equal to the rain, and the distance about 250
I decreased the opacity of this layer to about 85%
I clipped this down onto my text, and then added the drop shadow and stroke to my text
That's it!

Although just to clarify, here on Mobafire we use the term "banner" as the big image that usually goes at the top of guides. Signatures usually have a different size ratio so you can fit text above or below the image. It also will be more horizontally stretched so that it doesn't have too much empty space along the sides. However, if you wanted to use the banner Owen made you, then I recommend using the code

Yeah, when you said you wanted a banner for your guide I figured that you would put it at the beginning of your guide instead of using it as a signature, but whatever you use it for is fine by me!
