Is it his smurf? If you have an account set at X elo and you get a huge sudden gain with a high differential w/l, it hints at boosting and can get you banned. I've boosted a silver 5 person to gold 1, she went from 40% winrate to nearly 75% and got banned.

It's not just his smurf, it's his main account now that his previous main got perma'd afaik. He can't get banned because he's the one playing on his account, the definition of Elo boosting according to Riot is logging into someone else's account and playing on it to boost their rank.
Also his stats are still **** so it is obvious he is not boosting

The only accounts bannable really are the ones we're using to boost him since they're not ours, they're the accounts of friends that don't really play anymore

Actually his stats are pretty good aside from CS and damage dealt. The latter doesn't show up in champion statistics, and the former doesn't mean too much anyway because it doesn't account for game time.
