well this wasn't ment to be a guide... but an ITEM build no ****y guide... and the main champion here is Kog'Maw

The runes you chose for annie are in no way obvious at all. For example, I'd rather pick cooldown reduction glyphs instead of AP, because the tiny bit of AP you get from the runes is far worse than the cd reduction. And for seals I'd get either HP, armor or mana/5 seals. Never get secondary runes unless you need them for jungling.
