I've always played Ahri as an assassin over anything else and my favorite version of her was when she had the damage amp on Charm, so it'll be cool to see it back. Even if they choose to go with a version without the damage amp, she's trading movespeed for damage which I'll take any day.
I think she'll end up being over-tuned tbh, but I won't be complaining :^)
Also, looks like it's being delayed til 8.7 or later.

While running 10% scaling would be the more efficient route to take with Runes, you wouldn't cap out on CDR until level 18 and the only extra stats you'll get will be a very very small amount of MR or AP. Running 15% @18 caps you out at 12 and most games you'll get to that stage whereas there aren't many games that you end up reaching 18 in.
The thing about running 10% flat is no different to the Rune page I have for reaching 45% CDR ASAP, only you now have the option to go with Abyssal or Hourglass as well as Lucidity for the final 10%. The thing with that page though, is that if you are choosing to run the 10% flat, you are pretty much definitely going for the max cap early. For games where you aren't sure on what your build might be, I think it's better to go with 15% scaling even though you might end up wasting 3 Glyphs essentially.
It's also worth to note again that you are ONLY wasting the 3 Glyphs after level 12. So if you're level 14, you're wasting 1 Glyph, 16 you're wasting 2 and 18 you're wasting 3, so you can see how insignificant it is. It's also not as if you are wasting the 3 Glyphs for no benefit because the benefit is that you cap out CDR much earlier at level 12, and it means that if you for some reason only go Morello, you'll still end the game at 35% instead of only 30.
At the end of the day however, you can do pretty much anything you want (within reason) when it comes to Runes and mixing them up with CDR and other stats. If you want to be as efficient as possible and only run 10% scaling, then that's perfectly fine and it's not wrong to do that by any means. I just prefer to still run 15% scaling for the reasons I've mentioned.
