I am going to assume that you are talking about rushing Tiamat first as opposed to grabbing long swords and pickaxe, because I do recommend Ravenous Hydra as a first item most of the time, and that its passive and active help Fiora push waves easier. There are a couple of reasons why I don't believe you should rush Tiamat.
First, Tiamat is not really an auto attack reset, it is an ability that has a 10s CD. In an extended trade where if you had a pickaxe and long sword instead, it will mean that every lunge will deal about 17 more damage, every auto will deal 15 more damage, your second e would deal about 24 more damage, even your vital will deal more damage. Pickaxe + Long sword simply gives more raw power since your abilities scale really well with the extra AD.
Secondly, as for short trades, with pickaxe and long sword, assuming that you lunged for a vital, then AA->E->E, you will still be dealing 71 + 0.675% max health as damage, which is just about 20 damage short of if you had Tiamat and you used the active in very close range.
Thirdly, while Tiamat can be a tad bit more useful in short trades, you lose out on damage during an all-in. And as mentioned in the guide, if you rush it first item, you will lose the opportunity to freeze a wave when you can, so if you already had a lead, say you had a first blood, and the wave is pushing towards you, if you recall, buy a Tiamat and teleport back to lane, you will have no choice than to push, which means you won't be able to extend the lead as well.
However, if the lane is mostly going to be even, or you can't apply pressure in that matchup, like Malphite, you can rush Tiamat first and just try to shove the lane as fast as possible to farm up. Since you as Fiora are not really dependant on kills early, there is nothing wrong with just pushing in every wave as fast as possible and then do some warding and roam.
