Does the leaver system work?

Can't stand constant leavers. I have two leaves myself, one being a disconnect and the other being because I had to meet someone at dinner. Another pet peeve of mine is people who spam surrender when losing by the smallest amount. I hope at level 30 this stuff slows down a bit, because at 22 it's insane.[/quote]
