Eventually though, it mostly comes down to who you're up against. If the enemy laner is weak or prefers to afk-farm (Veigar for example), then you can greatly benefit from the combat enhancements Prec or Dom offer, control mid, and start helping out your team.
I don't think Inspiration is bad or anything (and I take it more often than not when the matchup requires sustain), I just prefer Domination, not because of the extra damage, but because of the insane amount of healing you get in the mid/late game. It's just a playstyle thing, I don't really think you can go wrong with either secondaries.

Please note that my build is just a rough outline of what you'd want to build with Anivia, who other than her core, is a pretty versatile champion. If something else suits your playstyle best (ex. extremely aggressive), feel free to try it. Like I said in the beginning, Inspiration is as strong as Domination for different reasons, so you could try both and see which plays better for you; there is no wrong choice to make here.
You could also try practicing lasthitting in general if you want, in practice mode. It might seem trivial at first, but it helps you build good lasthitting habits to give you that extra help.
I just disagree a bit with Teemo difficulty but let say i did met mostly average Anivia not following your good advices ;)

Teemo is always a special case for a champion. His strengths top lane are very clear (a lot of poke and hard to gank pre-6 among others). In middle however, he loses many of his advantages. For example, Anivia has superior range, and can set up ganks very easy pre-6 as well, when Teemo is at his most vulnerable. It is very hard for Teemo to play effectively. His slight shroom nerf also means that he can't cover mid lane as well as top (too many ganking paths).
But the real problem Teemo faces is the late game. Anivia has an AoE slow that deals a lot of damage, that can zone out Teemo from your team pretty hard since he relies on mobility. Your damage is also much more dangerous, especially if Teemo has few defenses.
Generally, I believe EVERY matchup can be won if your enemy has much more skill and better mechanics. Teemo for example could play around Anivia's cooldowns (where she has no way to deal damage) and throw some poke in! Apart from apecific matchups that are somewhat equal, thr matchup section generally implies that both you and the enemy are on the same skill level, so Anivia's advantages over Teemo are sometimes too overwhelming for an average Teemo player.
