This is not true.
Graves has a weird interaction with attack speed as a part of New Destiny they wanted to make sure you can't fire both barrels in the same second. It also affects both the reload time and the time between attacks. The time between attacks is hard to measure as it's not in the tooltip and can feel subjective based on framrate and the like, but the reload time is. Regardless of if you overcap on the time between shots, you do not with the reload and that is a direct increase to your DPS. Also even though it's hard to prove the time between attacks (I would need to record 2 instances of them then line them up in a video editing program, but the burden of proof isn't on me) I feel like it scales in the same was as the tooltip making both the reload time and the time between attacks decrease consistently without hitting any cap with the items/rune in question.
A very important thing to note is that you usually buy Berserker's Greaves straight after your Enchantment: Warrior for a cheap but substantial damage boost. Graves also gets a large increase in value to attack speed based on his level, meaning you'll be nowhere near the cap until level 15 or so (at which point you should be winning! You're an early-mid game jungler, not a late game scaling monster.) So it has high value as a tempo purchase, that alone is worth it.
Of course, the important thing is debunking the misinformation about the attack speed cap. Here are 2 screenshots of a level 18 Graves with a fully stacked Legend: Alacrity and both
items.
As you can see, I have 0.88 attack speed, which signified the reload time. Now if I add a dagger, it will increase.
0.89. The reload speed cap at level 18.
You do not hit both attack speed caps with Legend: Alacrity, Phantom Dancer and Berserker's Greaves. This results in a direct increase to your potential DPS. Not to mention that you shouldn't be getting to end game in most games. No matter how you look at it, you are not wasting stats by purchasing both items and taking the rune.
Your cheat sheet doesn't match your guide either. Phantom Dancer is a core item in the guide but situational in your cheat sheet. No mentioning of Waterwalking anywhere in your guide yet it's on your cheat sheet.
Cheat sheet is also a bit outdated, you mention green smite in one of your notes.
Berserker's Greaves is never a situational item on Graves as you already cap on attack speed from Legend: Alacrity and Phantom Dancer.
I love how detailed the guide is and I hope the cheat sheet gets updated to match the quality of the rest of the guild.
Whilst BC/SR second is situational, there isn't much point in my opinion to do the same path twice in a row with just those 2 swapped. The best all around option is to go SR first then BC second but the guide covers when not to do that (now at least, it didn't before).
Also removed green smite, even had warlord's mentioned in the notes as well. Thanks for pointing those out, I forget to change them on a lot of my guides.
As for the attack speed cap, that isn't true at all. As I mention it in the guide I'm going to post screenshots in a separate comment and I implore you and everyone to read it.
However I think stormrazer might be better than PD. It's kind of hard for me to test it because he's practically perm banned but it feels really good to build and complete.
At 8.10 this does not work as well!
Some items should be changed to cause greater damage, even when on a bot line such as Adc, or Mid line.
FireCannon, for example, is an excellent item.

Fleet is the most forgiving so I suggest fleet for new graves players. Electrocute is good if you're looking to 100-0 a squishy with full lethality and Dark Harvest is good if you're a more control jungle played (taking all camps and invading whilst counter-ganking).
Mix and match to find your personal preference, but if you're new I suggest Fleet Footwork
