I understand that ADCs usually fear a Lux support but I've played her for last 20 games and didn't lose many because Lux can peel, shield and deal damage,which is especially helpful when your ADC doesn't. So I think you should definately upgrade her to second or third tier. :) Give her a try.
it's true that he kinda falls off late but I think it really depends on the enemy team - if you see that they pick two or three tanks, you probably don't want to play Blitz because if you grab one late by accident your team or you are probably dead. I like to pick Blitz when I know the enemy support is squishy. But that's my personal preference.
