Definetely aggressive, but you need to play it out smart to avoid jungle ganks.
Goal is to NOT let Nasus get free stacks, so you actually want to let him push the wave early on. Then you need to freeze it right infront of your turret range, so now you can zone him from getting stacks. You can poke him easily with Q, and you won't take any minion aggro if it hits a minion first.
You also want to bait out his Wither, so if you're planning to all-in him, you need to do a fake engage first and bait it out. It has a fairly long CD early on, so he won't have any defense up after it's used.
Don't push the wave, he can easily farm under turret and heal up from passive. By freezing you make it much harder for the enemy jungler to gank you, but also harder for Nasus to get stacks as he doesn't want to fight you early.
