I would not recommend Resolve secondary as I find the current iteration of Resolve quite lackluster for Fiora. There simply isn't enough compensation within the Resolve tree to compensate for the damage that Sorcery provides.
For Conditioning, you're simply not building enough armor/mr to justify the percentage gain, and since it only gives you armor/mr after 10 minutes, it's not a rune that is going to help you lane. You will be about the same taking this rune than if you were not taking this rune. At 10 minutes, I'd rather have 10% CDR than 8 armor/mr that doesn't really scale well as the game goes on.
For Second Wind, it only works for a number of matchups, usually poke champions like Kennen or Jayce. It is an alright rune to take, but the other solution is to simply stay out of range, get Doran's Shield, Refillable Potion/Corrupting Potion and back often. Since this rune becomes obsolete as game goes on, it is not really recommended to take this.
As for Revitalize, again, it is not really something that helps your laning phase that much. You get about 2-5 extra heal per vital proc, and that's it. Since in most trades, you would at most probably get 3 vitals, so it would not help you a lot in the situation.
Overall, it's a trade off between damage and a little bit of tankiness, but I find the stats that Resolve give does not compare at all with the spike that Transcendence gives, therefore I wouldn't really recommend Resolve. Instead, look to start Doran's Shield or Corrupting Potion instead against tougher enemies.
