With these items, you will do about 1500 true damage/second (after their armor/magic resist) to the average squishy.
Also found that 100% attack speed for Quints, Marks, and Seals was ideal while sticking with Cooldown Reduction for Glyphs.
Think about it, puting 1 point in the first skill makes it usable. Even if you won't use it much, it might help you as a finisher since you are gonna be able to use it at least. Even if the damages are low, consider it get 70% of you ability power, which means it can it around 200 around level 9.
You should think about that.

Use clarity once your mana is just below 1/2 and by the time you need to use it again it should be almost ready for a second go. (As long as you don't over spam your spells in the beggining, which you shouldn't) You should be ok for health and mana for quite a while in the beggining, therefore kog'maw is a thorn in the opponents side for a bit longer.
There ya go, one kog'maw that just wont go away.
