best level 1 champs Patch 10.21

This is definitely a little confusing. Twisted Fate is not what I think of when I think of god-tier, considering he's extremely level 6 reliant in the early game. I guess if he starts W then he can do stuff in invades but that leaves him extremely weak with very little aoe damage so...
Also why Braum? Just curious.

I still can't get how to be god-like with twisted fate, I feel that he's more in team fights rather than solo due to his R...
I'm not sure about the naming of tier 3, and I think all champions should be placed in this list in level 1, so why specifically those champions? xD
