River when is technically a meme and just staying in the river leaves you severely underleved

River Shen is completely a meme. But since he was played in worlds 2020 an they won, I'd say that the fact river shen is a meme, doesn't really matter. As for being underleveled, you won't be too underleveled-you will never drop more than 4 levels- and since a kill is equivilent to 15 CS, and an assist gives xp worth about 10 cs(source-league fandom), you should have at least 40 CS equivilent(not including scuttle) by 10 minutes. if the champ is ahigher level than you, you get more experience than usual from the kill. So you won't ever become too underleveled to stop making a difference.
