I am still curious as to why you suggest this, though.
Right now, Everfrost is still BEST IN SLOT MYTHIC for Veigar due to it's synergistic effect with your playstyle making it the most consistent / optimal item. E.F only costs 2800 making it a quicker item spike = faster snowball.
Ludens would be second choice for those who are itemizing specifically for early game damage against squishies. It has downsides like lacking consistency, but makes it extremely easy to one shot without relying on Everfrost active if you are reliably landing box early in the game.
At the time of writing this guide, they had deleted GLP and Everfrost was the worst item in the game. Ludens was 10 Mpen making it infinitely more valuable in the past. It is different now :3
Finally, a guide on
If you're playing mid lane, you can start or first recall into Tear if you're playing an afk farm match up where the only thing that matters is waveclear.
You do not finish your tear item, you just buy it for extra mana then build into Everfrost / Lucidity typically
Support Veigar also suffers issues where he's reliant on teammate CC to utilize his kit properly since he can't be self-reliant without resources. Combine this with the support meta favoring heavy all in tanks like Rell/Leona, it's nearly impossible to move up as a double ranged squishy lane.
This is why Veigar is currently the best in ADC as it allows him to safely farm while getting an assisting champion who can set up his combo with limited issues. Veigar is great into short range compositions due to his box or squishy champions who are unable to properly itemize MR. If your team is lacking AP damage, you can also pick Veigar to add some versatility to your composition.
