I see you're taking Void Staff as second item, there is a high amount of player that don't know how penetration works so. Percentage penetration only applies in Additional Resistances, so if there is literally no one building items that gives them ADD MR in this case, the item won't give you the penetration, so you are losing gold building it in any order. Now the FLAT penetration from Sorcerer's Shoes, shadowflame, rocketbelt and luden's, applies on the base resistances so you can literally use shadowflame instead of void staff when there is NONE additional magic resist in enemies inventory. So let's resume: % pen -> When there is Additional Resistance; Flat pen -> When there is no one building resistances.
I didn't know that Void Staff was percentage-based (so much for reading stats I guess), so I will work it out, but as you say, Shadowflame is most likely the best substitute. Void Staff should be third or fourth, I suppose, because then it gives the enemy team time to build MR (if they do) but it also saves me from needlessly buying it (if they don't).
