also what muchups are good for Lillia top?

Sorry for late reply! All matchup's where you can outspeed can't get cc'd and can't get them close nearby you .Like renekton can both cc and dash but you can outspeed him that's what I call a bad matchup. For good matchups I'd say no cc/dash champs are best matchups. Your speed doesn't even matter if its equal especially in singed or ghost users you can just out trade them with your q and slow with your e but singed is a bit tricky because of your w's animation he can both w to ground you and can cancel your w with his e.

I understand you tried it make it simple or your were just lazy or didn't have time for that but in this build you're showing us its not enough information like you should have add when or in which matchup should I buv this item or which runes would be better in this matchup. For more experienced Lillia players I guess it would enough but for someone who's completely new at her will have no idea which items are best for that situation but that's just my personal preference.
That also leads to my question in which matchups should I take these items and runes? for example against K'Sante build steelcap boots with with liandry's and Shodowflame because this.

That's right! I went on a vacation after I published this I didnt go deep into items and runes like you just said I'll update this even more so new lillia players can understand! I'll add some notes to the runes like you said they dont have enough information also I'll group items for into tanks/bruisers/assasins thanks for the advice!
