Recently, I got filled into the JNG role, saw the enemy picked Voli and tried to play it out as Nidalee jungle since I'm quite familiar with her and I ultimately got stomped when he became too tanky to kill with my spears and just killed me before I could kill him. Afterward, I've been looking for a good counter into Voli and heard that Lilia might be pretty good into him.
What is your personal opinion on the Volibear matchup as a Lilia player? Is the matchup very easy and plays itself out or are there some things I should know if I decide to pick Lilia into Volibear?
Yes, the Volibear matchup is Lillia favored, but there are some things you should watch out for, the main one being how Volibear has a point and click stun, that's Lillia's main weakness. If you catch yourself in a position where you don't have your fully stacked passive and you can't afford to tank the stun, keep your distance from him!
But Lillia's movement speed allows her to do some feats other champions might not be able to, like dodge some of his sources of burst, mainly his E and ultimate, you should always watch out and try to juke those two. Other than that, you can kite and melt him pretty easily with Liandry's. Boots like Swifties and Mercury's Treads are also really good into Volibear depending on the enemy comp, so you can pick and choose!

Jax is pretty hard to deal with early on, so avoiding 1v1 scenarios is essential, it's best to play around your team until you reach your powerspikes, and doing safe invades to set him back on gold.
I see you already have the right mindset since you mentioned Lillia's MS and his stun. What i can add is that tracking his cooldowns is the best way to go about this matchup. Lillia E's slow can deny his initial stun + jump combo, so you can kite him after he wastes it. Good Jaxes will hold onto it, and there isn't much you can do about that on your own since it's a point and click method of engage, so don't blame yourself for struggling against him!
TL;DR: Ping your team to help fight him, wait for his cooldowns and focus on making yourself stronger/preventing him from getting stronger. You'll always outscale Jax unless he gets fed early on.

The thing about Jax is that he deals a lot of mixed damage, so you can pick either Plated Steelcaps/Mercury's Treads depending on what type of damage the enemy team has the most of, and either option will work against him.
For runes, i would recommend going with the standard Conqueror build, the damage it gives in extended fights, plus the lifesteal, is what you need against a bruiser like him. You could swap the secondary tree for Resolve with Bone Plating and Unflinching instead of Inspiration, those two will give you some added tankiness whenever he jumps or stuns you.

If at champion select you could already see that the enemy comp would be tanky, picking the Conqueror + Riftmaker will make sure you're ready for any possible resistances.
But if you were caught off-guard by a squishier comp with Maw of Malmortius users, you can rush Shadowflame second item and it should be enough paired with your passive/Liandry's burn. If they're building even more MR, purchase Void Staff.

So I saw your build with Moonstone - Staff of flowing water and have been using it to great success, but was wondering if there were other items you would consider taking instead or in addition to this set up?
My other question would be, how would you handle the runes? Things like Arcane Comet and Guardian come to mind for lane but I'm curious if you have given the matter any thought or if you have any recommendations.

About your first question, Redemption or Mikael's depending on the situation will make her bulkier while also granting a great amount of utility to her team. Locket also seems like a reasonable substitute for Moonstone if you want to give it a try, but be aware that mana problems might arise.
As for runes, i agree with Arcane Comet and Guardian being her best options. Comet with it's damage/mana sustain and Guardian with it's peel potential, specially with Revitalize to amp up both her passive and ally Moonstone heal.
