I personally always go PD cause of movement speed buff+higher attack speed.
FH could work in some scenarios where your team is constantly fighting and you feel like you need to have your ult ready for constant fights, then again in solo queue you can never know how your teammates are going to behave.
I'd strongly recommend PD as it gives you proximity and utility to kiting harder and more attack speed which shreds picks like Mundo and other tanks, also increases chances of you winning 1v1 duels in the mid game.
You usually buy FH to spam the ability haste it offers your ultimate and the longer the game prolongs the less effecient the ability haste as a stat becomes, one could argue you could sell it in the lategame and get PD (if you are lucky enough to even get that far into the game).
IMO PD>FH.
