Would Milio work better with a full burn build? Or is he viable as an APC?

I don't really understand why you would even consider building him full burn / apc.

He is an enchanter and his only damaging ability is his passive (Which you use to give your adc additional AD rather than deal damage as it barely does any) and Q (which you realistically use for displacement and not damage even if it MIGHT deal sometimes good damage due to it's scaling).

Building him for purely damage is just trolling due to how much healing/shielding you lose out on from lack of heal & shield power.

If you want to deal damage with an enchanter then Milio is not your go-to choice.

As a Milio main, I also want to add that instead of the Resolve runes (in case you don't have assassins in the enemy team), you can take the Inspiration (Cosmic Insight and Magical Footwear) for an additional 10 ms from the boots and a free pair of boots (it's economy of 300 gold), so you can finish your first core item much faster.
Also, Cosmic Insight gives you an additional cooldown for summoner spells(D/F) (Item haste reduces the cooldowns of items with cooldowns, including passives and actives (trinkets count as active items). It stacks additively with ability haste for the cooldowns of items that scale with the stat.)

Hey, thanks for the compliment :)

I currently don't have much time to play league, (so I can't 100% test for myself to "feel it out" on milio specifically) but you definitely can take inspiration if you'd like. I'll make sure to add inspiration section next week along with the patch update
