1. Itemization - I will say that guinsoo's rageblade should be first after ninja taboo. It shows after buying everything you will only have 6 items including Doran's ring. Please elaborate on why keeping the ring would do more for you than let's say another Hextech Gunblade or even a Rabadon's.
2. Mastery Tree - I don't think I am following your reasoning for spec'ing all the way into defense when you are clearly not making a tank. When making a DPS Jax (Whether it is AP or AD) you should always spec all the way down to "Brute Force" including all 3 points in "sunder" along the way. As far as how far into defense you should only go to "Nimbleness".
3. Runes & Spells - Your spells are fine, I have seen many worse builds on here. Exhaust is a must have and for the secondary it can be anything, Flash works great. I use Teleport or even ignite for that early game gank. Lets talk about your runes. Your Quint's should be dodge because of the crazy amount it gives you. Your magic pen runes are fine however I would recommend going armor pen.
