No it isnt a typo. you cant SAY that this or that will work in every situation. this is what i had in mind on that post. Not that you cant build like that... well... you can build anything that you like even 1 rune of each type...
From my exp it maybe not 100% like you wrote but 70-80% depends on playstyle. Rest 20-30% is when you pick a naturaly bulky champ with good defensive (mr/ar boost) skill (rammus/morde?)

If you are aggresive like hell.. go Malphite as a tank :) Imho best offensive tank there is but again this is IMHO. That is if you want to play a tank.
If you want to play a bulky champ those olafs/ poopies and so on taht you suggested are good choices.

I mainly made this for Irelia. I want to be able to farm the lane, have full lane control without giving up possible survivability later on. Irelia = I want 150 minions by 20 minutes mark. I don't want to miss any and I want to be unpushable from the lane. ^^
So far:
I have armor pen marks + quits with flat armor seals and flat magic resistance glyphs. I've been playing around with one mark armor pen quit with two flat health quits for even more survivability. I also pick up Wriggles for mass farm. o.o
As for Poppy, I've been running magic pen, flat armor + flat magic resistance, and movement speed in order to dominate the roam. These are two champions I'm trying to find the balance between flat and per level in an attempt to abuse it.
I used to main Malphite quite a bit. You can check my profile in ranked, I used to play the hell out of him. I think he is unplayable right now though, too many nerfs make him less than desirable in comparison to other tanks :(! They buffed him to greatness and nerfed him to nothingness. Same with Pantheon, riot cannot seem to find the balance for pantheon xD.

Both Irelia and roaming Poppy are probably best with flat resistances.
Irelia benefits greatly from being able to **** on any lane oposition early on.
Any roamer simply doesn't have the the luxury of a level advantage and probably need those early stats from runes.

Although my Soraka rune choices are built more for off tanking. Magic pen reds, flat armor yellows, flat resist blues and HP quints. I feel it helps my playstely.
As for which is better, or what combination is better, I ALWAYS go flat armor/resist. The reason being is it's a much more noticeable difference early game with flat than it is late game with per levels. But that's just how I see it.
I like Armor per level for tanks and Flat armor for squishies. The tank-y champs tand to start out with much better armor/MR, so they get more of a benefit from the higher armor late (unless it's rammus or malph, then go for flat armor for the boost to abilities). , squishies start with ****ty armor/MR (hence the term "Squishies") so they need to get the static bonus early to help them survive better.
