17% then. You really don't want CDR/lvl on LeBlanc though, or any other champion for that matter.

Erm.. It's 0.9% total CDR on the CDR/lvl glyphs.. That's 17.1% total CDR with everything included.

The flat CDR runes are bugged too, they say 5.89% ingame while it's 5.85%. Wierd..

It is always AP/lvl on yellows/blues if you ask me. Only exeption are flat AP quints... i tend to get them to get that slight boost on AP on 1st 6 lvls.
CDR is quite specific stat. While it sounds good... 1st always calculate how much those runes will give you. And decide for your own... sorry but a 0.2 faster spell isnt worth enaugh to beat Ap/lvl glyphs.

LeBlanc is probably one of the only casters with which I'd get AP/lvl glyphs over CDR(not too sure tho, I don't like playing her :S ). She relies that heavily on beating the enemy in the lane.
