well the problem is masteries/runes do so much for jungle and early game especially ArmPen and MagPen.

I am thinking about lvl 1 Accounts, but I think it might be a good idea to level the summoners up to level 12, so that everyone got at least Flash and 12 masteries points(almost everyone should be able to Jungle with 0/6/6).
Concerning the final matches:
I don't think that thossing a coin would be a good idea.
If there are 4 Matches and it's a draw, we can make a final fifth match and toss a coin for the realm we're playing it on, that sounds fairer to me.
