I love this build. Very useful when I'm solo laning. Thanks alot!! :)

The reason i go for the boots is not just the tenacity, but also the 25 magic resist. However, if you are not taking much magic damage, feel free to go for cloak and dagger.
In this case you may also want to change your masteries a little, remove the points off Offensive Mastery, and invest them into Lethality for better critical damage, since cloak and dagger will give you more crit chance.

In your situational section, you consider getting Mercury Treads against high AP/CC opponents. How do you feel about not getting Merc Treads, but getting one of the three Tenacity items, such as Cloak and Dagger?
