Well done on the build, though i think you could feasibly replace teh champion spells with ghost (to help team or catch someone else using ghost) and teleport (though that's really onyl excelling spell for garen when you have heim's turrents or teemos shrooms to teleport to.

I would liek to note however that even the squishiest of champions late game such as annie have 1500+ hp naturally.
EDIT: Alright, it went quite well, given me and my laning partner teemo were fed, but still. this build works quite well, though it does admittedly lack damage out put per hit. if you find yourself not dying much i'd recommend going ahead and grabbing atmas impaler a tad earlier for damage and armor.

But Yes that was what I was going to put, but I got really easy early kills with all the armor penetration, like, each time, really easy kills, so I decided to keep the armor penetrations because of my early game boosts. Also I only get Atma's Will mid-game, which at that state makes a lil ammount of HP almost useless.
Conclusion: I need the Armor penetration from all my runes for early kills.
but yeah its a choice. but why no vlad health Quintesses?
Since you go like Full tank, I think vlad Health Quints will work better. but yeah thats my opinion, since you go 2x warmogs.
