Learning CV placement is just practice. If they have a jungler, use it to track them. If not, use it to check bushes early on and check the jungle for buffs/baron attempts later.

Think "where do I want to see?" all the time looking at the map.
Are you doing baron? You probably want to see if the other team's coming, CV the path they would take to get to baron from their base.
Are you pushing a tower? See if someone's trying to stop you, CV the jungle nearby the tower.
Is your lane pushed up? See if the jungler is waiting for you in the brush or on the way, or check monster camps to see his progress. If red rune's gone you can guess he's about to gank.
And yes, practice, get a feel for how long jungler's take to move through camps (different junglers vary).

Really depends on what nerfs are being applied. It's not too, too bad, it's still one of the best for supports.
