The W and R is pretty OP. It means you can get 50% bonus move speed for only 300 HP? That means you can go as fast as Yi, Poppy, Zilean, or Sivir, for an absurd cool down because of his passive. I suggest putting a cap of some sort for the move speed. And the Q is insane. That means you can stun, on average, for 4.5 seconds on each champion. maybe make something like a diminished effect of stuns on the same person, like Kennen's passive.

I think you should change the ult so the fireballs slow (but maybe every third one stuns? something like that). Also, does his Q knock them back far/fast enough so they don't get hit by the wave of fire? Becauce thought would be a little dumb.

The area of the wave is bigger than the area of the slash.

Keith is a dragon-themed tank/tanky caster with AoE control abilities that have high base cooldowns but can reach absurdly low cooldowns through cooldown reduction + his passive.
His passive features an interesting cooldown reduction mechanic: the more you cast skills, the more will you be able to cast them.
His Q knocks back a decent distance and deals awesome damage spread between two ticks.
His W offers a great armor/magic resistance bonus aura and a movement speed bonus at the constant cost of HP. The armor/magic resistance bonus will, most of the time, offer more of a benefit than the HP loss. Also, the longer he keeps this skill activated, the faster will he move.
His E offers decent damage, causes increased damage to targets hit, and makes them deal less damage.
His R makes him constantly spit out random small AoE stuns.
Passive: Power Ignition
Upon using a skill, Keith gains a stack of Power Ignition for four seconds, up to four stacks. For every stack of Power Ignition he currently possesses, the cooldown of his skills is decreased by 1 second.
Q: Fire Breathing Impulse
Keith slashes a triangular area in front of him, dealing 50/80/100/130/160 (+0.4:AP) magical damage and knocking back (more than Rammus/Maokai, less than Poppy) units hit by it. In an triangular area slightly bigger than the area of the slash, slightly after enemies are knocked back, comes a violent wave of fire, dealing 60/100/140/180/220 (+0.6: AP) magical damage.
Mana Cost: 70/80/90/100/110
Cooldown: 14 seconds
W: Burning Shelter
Keith summons magical dragon wings around him. This spell constantly drains his HP until he cancels it, but increases his and nearby allied champions’ (small aura) armor and magic resistance by 20/35/50/75/90 [allied champions get only half of the amount (10/17/25/37/45)] and his movement speed by 5% per second (stacks – for example, if the skill remains activated for 5 seconds, his movement speed will be increased by 25%) while the skill is activated - up to 25%.
Health Cost: 10/15/20/25/30 HP per second
Cooldown: (Toggle/8 seconds cooldown)
E: Burning Surge
Keith sets fire in the target area, dealing 70/110/150/190/230 (+0.7) magic damage, increasing the damage dealt to units hit by it by 7% and decreasing the damage dealt by units hit by it by 7%.
Mana Cost: 80/90/100/110/120
Cooldown: 14 seconds
R: Volcanic Fury
Keith constantly spits out balls of fire that land randomly around him for 4 seconds (1 ball every 0.5 seconds). If they hit a champion, the champion is dealt 100/150/200 (+0.8) magic damage and is stunned for 0.6 second.
Mana Cost: 100/125/150
Cooldown: 110/100/90 seconds
