He's literally one of the easiest champs in the game to just pick up and destroy people with in lane. Especially top solo lane, and if you happen to be against another melee champ well then they are in for hell. Even if they're ranged, you can still slow them and force them to eat your Q. Never have to worry about mana, and able to take hits thanks to a shield, and you have ridiculous damage output with zero items. Gets harder to use in late game though.

Whenever there's any risk at all of Rumble being played, he's banned. As for normal, whenever I play them, I sometimes see him... Just not as often as before. Maybe after his minor nerfs, rumor got out that he's lame and now the noobs don't play him as often?
I checked out your guide; why don't you take a look at some of mine! Tell me what you like and don't like about them so that I might further flesh them out.

NA can't play him (except for jiji). That's pretty much why. He's still banned/first-picked in EU i heard.
