Your second build is 100% exactly how I prefer to play pantheon and it works wonders if you don't spam your abilities in the wrong moments.

I still believe Pantheon to be underestimated but I believe this will change with dominion.

I didn't realize how much damage output came from having brutalizer/last whisper. Much better than rushing an infinity edge. And while this may only be situational, a great reason to max spear shot first is when fighting a singed solo top. The last thing you want to do is get close to a singed, and at lvl 9 it took 1/3 of my mana to get singed into a "one combo" kill zone, so he kept having to go back and heal to not die, which gave me a lot of free farm. +1

Thanks, it gives a sick burst to get it early game, and spear does loads of damage when maxing spear now, and since spear is buffed and heartseeker is nerfed it is only better to max spears first now :)
