1st of all dont use skype if you play and oyu have fps problems.
Skype eats ALOT of memory and CPU usage. Try going Ventrillo instead.
Ping is not an issue for you. If you have lags coz of it write or phone your ISP about the fact.
If you play on EU you will get either 30-50 ping or 100-200 one. Depends if you were connected by Riot system to the US swap server or not.
If you are in US, than ping 80-100 isnt something BAD for a LoL.

REMOVE shadows ingame. They are (often) the most demanding part of rendering and the least important for how the game looks.

Just because I haven't cared to look at my specs before playing LoL doesn't mean I'm a "nab". The only reason I'm asking now is because even with the lowest possible graphics settings I get low fps and high ping. I have a ****py computer in the firstplace.

Yeah, but it will still help.
Even if it's 3-5 extra FPS, it's still free FPS - and they didn't even say what GPU they had in their OP - so I doubt they are very good with computers to begin with.
Do they write what they do anywhere? I seriously doubt that that program actually does something useful for those who are good with computers.
