Exactly, dodge isn't all that even on those with abilities that give dodge.
I'd use some combination of flat and MP5/lvl to reach a good amount of mana-reg throughout the game.
For quints you'll want AD. They by far seem like the best ones.

ArP is better for marks. And with Sivir you do not really need much mana regen which is why I was thinking about Armor to give you a little extra defense against other AD carries.

Found myself using my Nasus page (ArPen, Health regen, and (soon to be) flat CDR), because I don't usually have mana issues...but I'm pretty sure that's not the best set...

If MP5 seals aren't desired armor or HP/lvl are the best choices.

9x Mpen reds
9x MP5/lvl yellows (I'm conservative using skills early game, I don't want to push too deep)
9x MR/lvl blues
2x MS Quints
1x ArPen Quint
Explanation: I am still saving up money for buying specific Quints, so I have some MS, however, it does help tremendously when my ult is down, I can still outrun most champs with it.
I find that my boomerang blade hits hard with Mpen reds(but really, real reason I have is... I mostly use champs with magic dmg skills, so...), and then I almost never ran out of mana even w/o mana reg items. For MR/lvl, since most champs are skill oriented, I get this. I did not get armor because I only go toe to toe with AD hard carries rarely - since Sivir isn't really a frontline champ, even with armor runes or masteries, she won't survive long.
