Shaco isn't a fighter, but an assassin. He's supposed to do some quick hits and get back into the fight later. With crit you only have a chance of criting (which will require a lot of crit items to be reliant - then he won't be able to buy survivability items to survive the focus)
This will most likely end in a feeding game. What good will crit percentage bring you if you will only last for some hits, right?
Armor pen. and Bloodrazor + Survivability by Banshee's + Mallet make sure to deal guaranteed damage everytime he encounters an enemy and get away safely without having to rely on luck whether he crits or not and dying cause of low hp.

Not going to vote but I think that shaco should be built crit-wise seeing as his ult get's your crit chance. Otherwise it's not a bad build and nice explanations.
