With 12/0/18 or 11/0/19 you get Sunder and Quickness both with 3 points, wouldn't that be more beneficial that cooldown reduction and decreased summoners CDs?

I heard something about being able to make a hotkey to smartcast Q and E at the same time. Anyone know how to do this, would make combat much easier if I could do this.
