Well, after getting his passive nerfed twice, he isn't as good as he used to be. Still though, if you get a Trinity Force that allows you to ignore the nerfs, mostly.
I personally do NOT like jungling as GP, I think having a solo top or duo lane with a support are both great choices, however.
For runes I'd just do standard tankydeeps.

He's fine in lane (not OP, but not UP either).
Where he is (was?) OP is (was?) the jungle.
Now that his stacks are reduced, his laning and jungling are probably about on-par with one another; jungle might still be better, but I haven't seen enough jungle/laneplank to confidently say so.
He's still viable for competitive play, most definitely. The stacks on his passive was a minor hit to him.

combine marks and quints to get 14% AS, 16 ArPen (I think that's how it works out).
