Skarner Guide
AP Skarner
you don't need items like Rylai with skarner because most of your skills will be close ranged Q's and your ult is a simple drag. although late game you do not need this much mana (and it will be late game or at least later-mid game if you are expecting to get a rod of ages and arch angels.)
The duo of Archangel's AND Rod of Ages is to take advantage of the 2% mana to AP... and then Rabbadon's to max that even farther. It's all about the AP in this build, but the early Rod and Staff are for his early game mana issues.
