**** build, fairly sure he doesnt build him like this.
first and for all, flat mres runes are fairly useless since casters pre-lv6 wont have a decent nuke yet. and mres/lv's give u the same amount of mres as the flat ones by lv6. Second of all, didnt read the whole build but the magic res quints seem stupid enough as cho has a built in anti caster ability ( 3 sec silence sup ) and he'll most likely be soloing top, the most likely solotop chars are AD champs.
and as I final point, I HIGHLY doubt that hotshot levels his scream last since the value of it in teamfights is a lot higher when leveled since the duration of the silence goes up.
Dont know where u got this but this doesnt look like a 2k elo cho to me

I guess he feels that his sustain will catch up to the mages by level 4, and feels the flat will be better for level 1 fights.
