Does anyone even use the Rally spell? Should it go the way of "Promote"?
Something profound is missing here.

I use it. It's quite a useful spell but only in a few select circumstances. It can give a small edge in teamfights. It helps push down turrets/grab dragon or baron faster. It's just limited in it's uses though.

I grab it sometimes on Sivir. I feel the CD should be reduced to make it more viable
