I know it can't be reduced in any way, but can true damage be increased by damage enhancing abilities?

no it can't be increased by havoc. imo true damage should never be enhanced in any way.

the way i look at it armor pen, and magic pen effect your true dmg. the more effective penetration you have, the more "true damage" you deal.

Still, does other sources of damage amplification increase it?

NO true damage is just 0 armor 0 magic resist thats it no buf nothing. True damage is like the opest thing of the game so don't try to find a way to boost it it would be completely dumb if riot let that, Imagine a vayne 3 shoting a tank gg so nice VIVA el TRUE damagio !

True damage can be increased, Diplomatic Immunity for example increases Ignite's true damage.
Also, Hemoplague should increase True Damage since it says in the tooltip "which increases the damage they take from all sources by 14% for 5 seconds."
