@#1: If you read the "Introduction" and "Item Choices" sections, I explain many a time that while the given builds are solely cheat-sheets, there are many possible items (including ones with magic resist xD) that can be built and that you can build Garen in many different ways. I believe you are completely entitled to your own opinion that AD Garen "isn't viable" but it has yielded fantastic results for myself, personally, and is a ton of fun to play ^^.
@#2: The off tank build most certainly does damage, especially with Atma's and some bulkier health items. I don't really aim to be focused as much, I aim to be a disruptor during most teamfights. Centralize my damage output on a carry and keep them out of a fight. Again, to me, that hardly seems useless.

Your 2. build is waay too tanky and you deal no dmg, means you aren't be focused and completly useless. Not viable..
What I want to say, is that your core build looks very amazing as an AD destructive machine, the four offensive items put together will make Judgement as well as auto-attacks crit every time, auto--attacks for which you'll also have a pretty decent attack speed. However, even though people say u really need CDR fro Garen, I think that Yomuu's Blade should be replaced with a defensive item, be it Sunfire Cape, Randuin's Omen(if you're playing against pshysical damage champions), or Force of Nature(if you're dealing with AP champions). That's because even when not playing as a tank(which I personally not agree, Garen should NEVER, EVER be a tank because he doesn't have the necessary CC), Garen needs to be bulky and have a good defense, because he's the most "up-close and personal" champion in the game and quite easy to be kited and then harrased.
The glass-cannon look just doesn't suit him at all, not like it suits champions like Master Yi, Xin Zhao, Tryndamere, Nocturne, Gangplank, etc. These are all great auto-attackers and Garen isn't. Howeever, if u want to turn Garen into an improvised auto-attacker, the way plathios does in his "Garen, spin-to-crit" guide, I would think that u should replace Yomuu's Blade nonetheless, and buy him something that gives Life Steal like Bloodthirstier. Like I said, you won't miss the CDR that much, as for the other effects, they can easily be gained form some other item: for attack speed and critical chance a second Phantom Dancer, for AD and armor pen Last Whisper does it a lot better. But...if you really want him a glass-cannon, I personally think that life-steal is a must, all glass-cannons have life-steal. Foe that, check out the Spin-to-Crit guide on Garen, Palthios builds almost identically, with the mention that he uses Stark's fervor for extra attack speed and 20% life steal. Of course if you're still a fan of Judgement and don't wanna auto-attack all that much, u could try to buy Hextech Gunblade, solely for the spell-vamp, althogh I really don't know how effective it'll be in practice.

You make some very very good points in your post all of which I will address. Though I agree with your statement on Sunfire Cape, I make a point in my "Alternate Items" section that sunfire cape is one of the best items on Garen, period. The reason I chose to build Ghostblade over it however is because I try to use my build for DPS Garen as a chaser. The movement speed may not seem like much but its huge. In addition, brutalizer is MASSIVELY important in the early game as it gives him so much raw power; in my opinion, the CDR actually is that important since the majority of the damage from this build comes directly from his two main cooldowns. However, you are completely right in saying that Garen (the way I have built him) isn't really an auto attack champion and would be better off with a little extra bulk.
To be honest, I don't really agree with lifesteal on Garen as I feel as if it won't benefit him as much as crit and CDR will. Also, DPS Garen most certainly is not a glass cannon, at least the way I have built him. He actually gets a lot of bulk, both early and mid game, but I suppose that sunfire would benefit him even more towards the late game. Having said that, I'll add it to the main item build as you have made some very good points.
