1) Since you want to buy a 6300 champ, get one of them and save the IP afterwards.
2) Wukong is the easiest imo, and Vayne the hardest.

5) Just play. Since you are asking for help, you'll get better. Than the rest depends on the players (if no one feeds, quits, QQ, whatever they do).

1) I wouldn't worry about runes until you find a type of champion that you play well and then buy runes for that type.
2) Vayne is very easy to play and very strong as well I suggest her.
3) Just practice, practice and practice; understand your mistakes and improve on them. Read guides, watch streams and practice you have a lot to learn.
4) Mentoring forum.
5) Kinda hard to tell without replays, go to the mentoring forum and have someone play a few games with you or post some replays.

Vayne, easy to play? If you mean her kit is simple, then yes, but try running into a team fight without proper positioning...You die real quick. Don't confuse simple mechanics with "low skill cap".

By that standard you can say that every champion has a high skill cap, not to bash you btw.
It is true that there are some champs that are mechanically very easy to play: Annie, Ashe and there are hard ones like Orriana and Annivia. But I don't consider part of a champions difficulty curve, positioning along with map awareness I consider more as global game knowledge, interchangeable between champions.
