It's basically that he can give you two bombs when you hit him once.
And late game when carries/tanky DPS become the driving force in fights, he keeps them alive longer.
He's not really better than others just a different kind of pick.

His bombs have great range and are easy to target, and like Duff said he can use them twice.
I find that his damage falls off after midgame though, but that's when his utility become super helpful.
I feel like he's a supporty AP, but doesn't really excel at either. Just a good middle ground.

He allows his bruisers to initiate via speedbuff/slow.
His ultimate is gamechanging.
His laning phase is under the best when mastered.
He allows single champs to escape clutch situations/makes up for bad positioning.
He is (imo) the strongest AP Pick for SKILLED competitive play, since Zilean is very hard to play and needs good teamwork.

A free GA allows a tanky DPS to be incredibly brave, and potentially down a target before he dies, only to then come back after the fact.

He's really good, but I feel like he's like Orianna was before the last nerf. (not like she was when she was SUPER OP)
