The only items that are viable to give CDR are The Ghostblade and CDR boots. However I don't opt to get CDR boots in this guide as you would be pressed over the 40% cap along with the runes at level 18. I will be adding more to this guide, however I think that Merc/ninja boots or Swiftness boots are the only way to go.

The MP5 Runes I use are a personal preference, however Talon is a mana based champion and will almost never be given blue buff willingly. These make up for the lack of mana-regen else where.

You talk about runes making a big impact, that is true, they are there to fill in the gaps and of course to give some much needed extra Armor Pen.

Maybe you could expand on your comment as I don't think I see the point you are getting it.

I personally don't think the CDR will make a difference coming from the rune slots because there are items out there that are much more efficient then those runes, the runes also won't make a big impact.

Ahh thank you for pointing that out, it is a mistake, should only be 1 point in there and 3 in Good Hands .

Do the maths and then tell me why you chose 3 points in Perseverence ?!
