Those changes Jun suggested would completely break Ryze.

He needs neither MS on his ult, nor MR reduction on his bounces (Let alone such a ridiculous number as 25 per bounce), because he's already a competitive level pick.

His E does feel useless, but it's not useless if you buy Rylai's. Suddenly it's an AoE slow.

What would be your skillorder for Ryze, if he gets changed after what I suggested?

I would do something like that:

A little damage calculation at full build for his Q:

(((5 000 * 6) / 100) + (250 / 2) + 140 + (((((5 000 * 6) / 100) + (250 / 2) + 140) * 15) / 100)) / 1,5 = 433,166667

That reminds me a bit at the damage of an ad-carry.

Ryze is one of the best picks in tournaments right now as he is.

He can deal awesome sustained and burst damage, and is tanky as he gets stronger.

Any sort of buff at all would make him OP.

When I first started playing League of Legends, Ryze were one of the free playable chaps. I tried him out and got better with him, finally I bought him because the weekly camps changed all the time. I didn't realize how awesome he was when I played a match against a friend of mine (who by the way were 10 levels higher than me atm) and totally owned him.
So, as I said in my last post: If you know how to play him, he is really good.
