How is Teemo's legendary skin not just that?
I mean, now the line for legendary is skewed, especially with Teemo, but still.

well teemos astronaut skin is:
a new model
new walk animation
semi-new voice (probably just put his old voice through a filter to make it sound like its coming from in the helmet)
new attack projectiles
new spell particles
i would say thats a legendary skin. twisted fates legendary is just a new model. i would not call that legendary no matter how good it is.
and annies legendary was legendary until they started changing tibbers in her non legendary ones

Teemo's easter skin is almost legendary. Just needs a new voice. Same with Super Teemo.

which is why they're 975. a lot of skins these days are getting better and better. in fact brolaf doesnt even have new spell particles (unless you count his q since they changed his axes.)
but as already mentioned, party fiddle has some new spell icons as well.
