No FM is NOT stronger on Olaf than TF, TF is MUCH stronger.
FM is "Good enough" but TF is superior.
The whole point of taking Olaf is to burst down squishies.
You want the move speed, you want the AD, you want everything that Triforce has to offer, and as you gain attack speed with your passive, you apply the slow proc more reliably.
Warmogg's is double the HP bonus of FM, which is why you take Warmogg's and TF. It's the best survivability item in the game, which you need as Olaf, he has TONS of damage in his kit.
TF's attack speed is great for your W skill.
TF's 150% damage proc is great for what you're best at with Olaf, blowing up squishies.
Olaf is basically best built as a Trinity Tank. Atmogg's/TF and a tank item or two.
This allows you to wade into a team and kill the carry without dying.

He gains attack speed based on his missing HP% amount. It gives him a greater cushion of health so he doesn't blow up as easily.
