1) 21-9-0 i nice too but I rather prefer 9-21-0, your choice.
2) Dodge quintessences are not waste! That little amount of dodge saved my life many times.
Also AP and AD are equal important for Jax, if we go with your logic lets use quintessences for AD?
3) Cleanse is good spell for jax if you play with heroes like Ryze, Morgana, Rammus (Taunt), Cho'gath...
4) On the early start my strategy is stay on the lane as long as u can. And Doran's Shield is giving me some more strength to do it. And when I play like that I often get enough money to buy Ninja Tabi (for dodge, and some more armor) and Malady (for more magic DMG & attack speed).
But if u like to rush at start (or if u play AI game).. buy Doran's Ring or Blade. (but that is not good idea)

ad 2) Dodge quintessences gives 1,5% dodge each, so if you have Seals for dodge, Ninja Tabi, masteries and lvl 5 Counter Strike you have 34% dodge. If you add 3 x 1,5% = 34 + 4,5 = 38,5% ok? Thats not too much difference. I play with AP quintessences.
ad 3) like I said, i never tested it with Mr Jax so idk.
ad 4) I dont know if I wrote it bad, or there is some misunderstood, but I meant to go Dorans Ring, Ninja Tabi, Hextech Gunblade. If you build Hextech in late game you have long time no lifesteal, no spell wamp that can keep you longer at line. My personal opinion for Jax is (Dorans) Ring > Sword > Shield.
I would suggest 1 vs 1, but I dont know at which server you play. :-)
Hey, I have few notes. I wanted to add them yesterday, but my coonection crashed and didnt come back up. So today in work...:
1) Masteries - I think 21-9-0 is better, but I have seen some Jax player with 9-21-0 and it works too. Its all about personal preferences.
2) Dodge quintessences are IMHO waste. AP are better. IMHO.
3) Summoner spells - Flash OK, Exhaust OK, Ignite - good at start, later bit useless, Cleanse - never tested, so idk.
4) Items - here are disagree at most. Shield is IMHO the worst starting choice from Dorans for Jax. Let me explain why. 120 HP - OK, slighty better than from Sword and Ring. +10 armor - for what? AP/AD is much better and both Jax benefits as bonus HP (same from Sword and Ring = 30). HP regen - hmm, OK, but mana regen is better, lifesteal at Sword sucks cause of small AD and AS. I prefer ring. Always.
Harrasing with Leap strike is so cool and I dont remember even one game when i get raped. Ofc jumping into Rammus and Sion sucks a bit.
Malady on Jax? Never tested, but I dont feel like it should help me too much. I think that rushing Hextech is the best choice. Because I cant advertise builds in guide comment with link I suggest to click on image in my signature to explain why I go for Hextech before Guinsoo etc...
5) I suggest to require "comment to vote". It filters most of the trolls and noobs who just want to put -1 without any reason.

Wow, wow, wow.. I'm not that good in English.
If your not too lazy please explain a little bit more.
What he/she is trying to say is that going into favor of AP (Rabadon's) or AD (Atma's) on Jax is not good in terms of how hard you hit (deal damage) and how good do you deal damage (like atk speed and abilities).
Please correct me if I said it wrong! :)
