Why solo top?

I'm still new the whole strategy aspect of the game, but I do know that the usual strategy is to have one top, one mid, two bottom and one jungler.

My question is : why does the solo lane always have to be the top one, why can't it be the bottom one?

because having 2 people on bottom gives better control over dragon, one person can go help jungler kill dragon and leave the lane secure because theres someone else there.
